JOB SUMMARY
Under direct supervision, conducts weekly motor pool visits with bus operators and supervisors in order to obtain the most expedient and economical routes possible. Develops and maintains bus routes and other transportation services for special education students meeting requirements established by Texas Education Agency (TEA), Individuals with Disabilities Education Act (IDEA), Americans with Disabilities Act (ADA), No Child Left Behind Act (NCLB) and Family Education Rights and Privacy Act (FERPA), as well as other federal rules and HISD board policy, utilizing specialized transportation software (Trapeze) and GPS based systems (Synovia).
MAJOR DUTIES & RESPONSIBILITIES
- Maintains and updates regular, standard and magnet education and special needs routes to address student additions, deletions and changes in service requirements and state reporting requirements while ensuring compliance and maximum efficiencies. May create and maintain critical data files for each special education student receiving special transportation services.
- Serves as liaison to problem solve and communicate with parents, district and school officials, pupil transfer department, magnet coordinators, social workers, child advocates, and special education department officials. Resolves problems and communicates effectively with the terminal operation staff by visiting the motor pool to communicate with the drivers and the operation staff in person.
- Confirms transportation eligibility in compliance with federal rules, TEA, and HISD board policy. Processes transportation requests for students and creates appropriate student bus stop locations to safely and equitably serve eligible bus riders. May create appropriate individual student bus stop locations and routes that meet Admission, Review, and Dismissal committee (ARD), Individualized Educational Plan (IEP) and safety requirements.
- Analyzes route directions and efficiency of the routes by tracking their movement on a GPS based system (Synovia) and GIS based routing system (MapNet) to determine appropriate compensation for school bus drivers.
- Performs special routing projects, analyzes and generates reports as required, including the annual route operations report for TEA to substantiate the annual reimbursement from the State of Texas.
- Performs other job-related duties as assigned.

Understanding and mastery of the GIS based Trapeze Mapnet system and the GPS Based Synovia system.
LEADERSHIP RESPONSIBILITIES
No supervisory or direct people management responsibilities. May provide occasional work guidance, technical advice and training to staff.
WORK COMPLEXITY/INDEPENDENT JUDGMENT
Work and tasks are often straightforward, routine, structured and guided by established policies and procedures. Little, if any, independent judgment is required, outside of making basic choices in the selection and application of established methods. The job receives frequent, ongoing supervision.
BUDGET AUTHORITY
No budget development activity is required.
PROBLEM SOLVING
Decisions are made on routine matters affecting few individuals and usually within the confines of the job's own department. Specific job activities and results are typically reviewed closely. There are limited requirements for developing new ideas or changes in methods, procedures or services.
IMPACT OF DECISIONS
Follows rules and procedures. Decisions can have minimal or no impact to HISD. Errors can be readily detected, usually by the employee, and, if made, would result in minor expense for correction.
COMMUNICATION/INTERACTIONS
Information sharing - gives and receives information such as options, technical direction, instructions and reporting results. Interactions are mostly with customers, own supervisor and coworkers in own and other departments.

Follows through with customer inquiries, requests and complaints. Forwards difficult and non-routine inquiries or requests to appropriate level for resolution.
WORKING/ENVIRONMENTAL CONDITIONS
Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.
