JOB SUMMARY
The Specialist 2 (Controller’s Office), under general direction, performs a broad range of accounting/budgeting functions, with lead responsibility for verifying and posting expenses and plays a key role in providing specialized expertise and support in a specific area within the department. This position requires in-depth knowledge, technical skills, and the ability to analyze and solve complex problems. The Specialist 2 collaborates with cross-functional teams to drive projects, initiatives, and processes, contributing to the overall success of the organization.
MAJOR DUTIES & RESPONSIBILITIES

1. Provide subject matter expertise and support in a specific area, offering guidance and recommendations to team members and stakeholders.
2. Conducts research, analysis, and evaluation of financial data, trends, and industry best practices to support decision-making processes.
3. Develop and implement strategies, programs, and initiatives to address specific organizational needs and objectives.
4. Collaborate with cross-functional teams to design and deliver training programs, workshops, or educational materials related to the assigned area.
5. Support the development and implementation of policies, procedures, and guidelines in alignment with regulatory requirements and industry standards.
6. Analyze complex problems, identify root causes, and propose innovative solutions to improve operational efficiency and effectiveness.
7. Participate in the development and monitoring of key performance indicators (KPIs) to measure and evaluate the success of initiatives.

8. Collaborate with stakeholders to identify opportunities for process improvement and facilitate the implementation of changes.
9. Assist management in the execution of projects, ensuring adherence to timelines, budgets, and quality standards.
10. Provide expertise in using relevant software applications, tools, and systems to optimize data analysis, reporting, and tracking.
11. Prepare and present reports, presentations, and recommendations to management and other stakeholders.
12. Stay up to date with emerging trends, technologies, and advancements in the assigned area of expertise.
13. Act as a resource person and provide training and guidance to campus and department staff as needed.
14. Foster positive relationships with internal and external stakeholders, maintaining effective communication and collaboration.
15. Continuously seek opportunities for professional development and growth in the assigned area of specialization.
EDUCATION
High School Diploma: additional certifications or advanced degrees may be preferred.

WORK EXPERIENCE
Minimum of 3 years of experience in a related role or field, with a proven track record of successful project delivery.

LEADERSHIP RESPONSIBILITIES
No supervisory or direct people management responsibilities. May provide occasional work guidance, technical advice, and training to staff.
WORK COMPLEXITY/INDEPENDENT JUDGMENT
Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate available resources. Ongoing supervision is provided on an "as needed" basis.
BUDGET AUTHORITY
No budget development activity is required.
PROBLEM SOLVING
Decisions are made on both routine and non-routine matters with some latitude but are still subject to approval. A job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.
IMPACT OF DECISIONS
Follows rules and procedures. Decisions can have minimal or no impact on HISD. Errors can be readily detected, usually by the employee, and, if made, would result in minor expense for correction.
COMMUNICATION/INTERACTIONS
Information sharing - gives and receives information such as options, technical direction, instructions and reporting results. Interactions are mostly with customers, own supervisor and coworkers in our own and other departments.
CUSTOMER RELATIONSHIPS
Follows through with customer inquiries, requests and complaints. Forwards difficult and non-routine inquiries or requests to appropriate level for resolution.
WORKING/ENVIRONMENTAL CONDITIONS
Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.
Ability to carry and/or lift less than 15 pounds.
