JOB SUMMARY

Plans, organizes and manages the operations and functions of the Document Imaging Services Department by providing expertise, guidance, and implementing industry recognized best practices to ensure the effective and efficient utilization of resources to preserve and protect the district’s records and information in accordance with local, state, and federal laws.

MAJOR DUTIES & RESPONSIBILITIES

  • Plans, schedules, and manages work assignments throughout the production cycle to meet regular workloads and critical deadlines.  Organizes staff for maximum productivity, efficiency, and quality control to ensure compliance with quality and project standards.
  • Consults with district department managers to advise how electronic digital solutions can enhance effectiveness and cost efficiency. Trains clients’ staff on how to use new electronic digital image and retrieval applications.
  • Implements and administers a quality control program to ensure the confidentiality and integrity of district records and compliance with all local, state and federal laws governing record retention and right to privacy statutes. Reviews existing imaging applications to ensure production, image quality, and that customer’s expectations are being met.
  • Collaborates with the Information and Systems Technology Department to implement and configure hardware and software applications that support client needs.
  • Performs personnel related duties including annual employee appraisals, payroll, overtime approval, hiring, training, coaching and counseling.  Prepares regular management data and production reports, participates in industry trade groups and related associations, researches new technologies and techniques to improve quality assurance and increase production capacity.

LEADERSHIP RESPONSIBILITIES

Manages. Accomplishes the majority of work objectives through the management of direct reports. Provides day-to-day direction to staff; may become directly involved, as required, to meet schedules and resolve problems. Responsible for assigning work, meeting completion dates, interpreting and ensuring application of policies and procedures. Receives assignments in the form of objectives, with goals and the process by which to meet goals. Provides input to hiring, performance and budget.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis.

Compiles and organizes data and figures.

Decisions are made on routine matters affecting few individuals and usually within the confines of the job's own department. Specific job activities and results are typically reviewed closely.  There are limited requirements for developing new ideas or changes in methods, procedures or services.

IMPACT OF DECISIONS

Follows rules and procedures. Decisions can have minimal or no impact to HISD. Errors can be readily detected, usually by the employee, and, if made, would result in minor expense for correction.

COMMUNICATION/INTERACTIONS

Information sharing - gives and receives information such as options, technical direction, instructions and reporting results. Interactions are mostly with customers, own supervisor and coworkers in own and other departments.

CUSTOMER RELATIONSHIPS

Takes routine or required customer actions to meet customer needs. Responds promptly and accurately to customer complaints, inquiries and requests for information and coordinates appropriate follow-up. May handle escalated issues passed on from coworkers or subordinates.

WORKING/ENVIRONMENTAL CONDITIONS

Work is normally performed in a temperature controlled work environment and involves some exposure to moderate risk of accident and requires following basic safety precautions.  Occasional exposure to unpleasant elements such as dirt, dust, odor of old records.  Substantial movements of the wrists, hands, fingers, and/or upper body for sustained periods of time, including using extremities to drag, push, pull or grasp. Must be able to see and read computer screens, detect color coding, etc.  Must be able to detect specific noises, proper equipment operation.  Job includes sitting for sustained periods of time.

Ability to carry and/or lift between 15 – 45 pounds.
