JOB SUMMARY

The Executive Director of Counseling & MTSS provides strategic leadership and oversight of all district counseling services, graduation planning systems, and multi-tiered student support. This role ensures that every student receives equitable access to high-quality counseling, academic guidance, and social-emotional support that promote on-time graduation and overall well-being. By aligning counseling programs, master scheduling, and MTSS structures, the Executive Director strengthens the district's capacity to deliver coordinated, data-driven supports that meet the academic, behavioral, and emotional needs of all students across campuses.
 

MAJOR DUTIES & RESPONSIBILITIES

1.        Provide strategic direction and executive oversight for all district counseling services and Multi-Tiered Systems of Support (MTSS). Lead the development and implementation of a comprehensive counseling framework that ensures every student receives personalized guidance toward academic success, graduation readiness, and postsecondary opportunities. Align all counseling and MTSS initiatives to district goals, promoting equitable access and student well-being.
2.        Oversee the design, implementation, and continuous improvement of counseling programs across all campuses. Ensure consistent, high-quality services in areas such as academic planning, graduation requirements, personal and social development, and student transitions. Establish and monitor systems and procedures to maintain compliance with state and federal policies, including those governing counseling services, MTSS, and Section 504.
 

MAJOR DUTIES & RESPONSIBILITIES CONTINUED

3.        Provide leadership and accountability for all campus counseling programs and master scheduling processes. Define and monitor counselor roles, expectations, and performance standards to ensure students receive timely academic advising and graduation planning support. Oversee the development of equitable and strategic master schedules that optimize student placement, balance class sizes, and align with instructional priorities.
4.        Ensure alignment between counseling services, MTSS, and Section 504 supports to create a seamless system of academic, behavioral, and social-emotional interventions. Oversee the development of data-driven systems for early identification, progress monitoring, and intervention planning. Provide leadership and guidance to campus and district teams to ensure fidelity of implementation and equitable access to supports.

EDUCATION

Bachelor's Degree
 

WORK EXPERIENCE

3 to 5 years
Minimum of 5 years of experience in a leadership role, preferably within a similar industry or organization

LEADERSHIP RESPONSIBILITIES

Directs two or more levels of management in the development, deployment and ongoing management of key initiatives covering multiple major disciplines with direct accountability for results in terms of effectiveness, costs, methods, and employees. Establishes operational objectives and assignments for multiple disciplines/functional areas and possibly departments. Evaluates recommendations of others, deciding on course of action in ambiguous situations, and oversee the deployment of innovative solutions. Collaborates with senior leadership to develop strategies and broad departmental objectives; establishes methods, techniques and evaluation criteria for projects, programs, and people in the achievement of strategic objectives.
 

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing directions on the more complex projects and new job duties and priorities.
 

BUDGET AUTHORITY

No budget development activity is required. 
 

PROBLEM SOLVING

Decisions are made with greater freedom and discretion, including recommendations that are subject to approval on matters that may affect multiple departments across HISD. Job is frequently expected to recommend new solutions to problems, to improve existing methods/procedures/services and generate new ideas. May also review decisions made by other individuals on more routine matters.
 

IMPACT OF DECISIONS

Decisions have considerable impact to multiple divisions or the organization causing risks or improvements to relationships, significant efficiencies, or delays in operations, and/or significant financial gains or expenses. Errors are serious and difficult to discover, normally involve decisions not subject to detailed review and will result in excessive costs and/or significant project delays.
 

COMMUNICATION/INTERACTIONS

Negotiate and influence - interpret department strategies and services, resolves conflicts, influences outcomes on matters of significance for the division, conducts final negotiations and coordinates approvals/decision making below the executive level. Interactions are typically with customers and Top Management.

Anticipates customer needs, identifies, and champions opportunities for the development and implementation of new services and methods to meet or exceed customer needs. Establishes customer service standards and feedback mechanisms across departments.
 

WORKING/ENVIRONMENTAL CONDITIONS

Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.
