JOB SUMMARY
Provides strategic leadership and vision over Houston ISD’s enterprise systems, which include Finance, Budgeting, Payroll, Human Resources, Recruiting, Warehousing, Fleet Management, Procurement, and Nutrition Services. Leads the district's modernization from legacy SAP systems to Oracle Fusion Cloud, ensuring innovation and continuity across systems supporting more than 27,000 employees and 180,000 students.
MAJOR DUTIES & RESPONSIBILITIES
- Define long-term vision and strategic direction for enterprise platforms and services, including ERP modernization.
- Establish governance and performance frameworks to guide business continuity and transformation.
- Promote cross-functional collaboration and alignment with district-wide instructional and operational goals.
- Mentor and promote a high-performance, innovative culture across enterprise services.
- Perform other job-related duties as assigned.
MAJOR DUTIES & RESPONSIBILITIES CONTINUED
- Oversee operations and personnel across four major departments: Innovation Lab, Center of Excellence, Platform & Security, and Data Intelligence.
- Serve as lead for the Oracle Fusion Cloud implementation, transitioning from a legacy SAP on-prem ERP system.
EDUCATION
Bachelor's degree in a relevant technology experience. A Master's degree is preferred.
WORK EXPERIENCE
Minimum of 10 years in IT leadership roles with demonstrated success in enterprise system modernization, platform integration, ERP governance, and cross-functional team management. Experience with SAP and/or Oracle Fusion Cloud required.
SKILL AND/OR REQUIRED LICENSING/CERTIFICATION
- Demonstrated success in strategic planning and enterprise program execution.
- Strong financial acumen, with experience in budgeting and resource allocation.
- Leadership experience across technical teams in high-stakes environments.
- Expertise in change management, digital transformation, and platform governance.
- Excellent interpersonal and executive communication skills.
- Experience with Oracle Cloud, SAP ERP, and Microsoft Fabric/Power BI preferred.
LEADERSHIP RESPONSIBILITIES
Directs multiple layers of management across several major departments. Provides executive direction and oversight for strategic projects, budgets, personnel, and governance models related to enterprise systems. Collaborates with district leadership to develop and implement technology strategies that advance HISD’s operational and educational mission.
WORK COMPLEXITY/INDEPENDENT JUDGMENT
Work is non-standardized, involving complex system decisions, high-level strategic planning, and platform integration affecting all operational departments. Strong analytic judgment is required to align technology with educational goals and financial sustainability.
BUDGET AUTHORITY
Advises on budget development and oversees major project and operational budgets across the enterprise technology division.
PROBLEM SOLVING
Responsible for solving cross-functional challenges involving outdated platforms, data fragmentation, and large-scale system change. Recommends innovative approaches to ensure future-ready solutions and continuous service delivery.
IMPACT OF DECISIONS
Decisions affect the continuity and quality of services used by 27,000 employees and 180,000 students. Errors could lead to disruptions in payroll, procurement, compliance, or budgeting processes.
COMMUNICATION/INTERACTIONS
Frequently interacts with executive leadership, vendors, board members, and operational leaders. Negotiates system transitions and engages in cross-departmental planning with high visibility.
CUSTOMER RELATIONSHIPS
Serves as a key liaison and trusted advisor to internal customers. Drives engagement and satisfaction through technology solutions that meet instructional and business needs.
WORKING/ENVIRONMENTAL CONDITIONS
Work is typically performed in an office setting. Extended hours and districtwide travel may be required. Must have valid Texas driver’s license and appropriate insurance coverage.
