JOB SUMMARY
Directs the creation, implementation, and monitoring of the district’s assessment program including assessment administration and strategy for an aligned and comprehensive assessment system. Works with academics departments to ensure assessments are aligned to the vision of the Chief Academic Officer and other senior leaders in the Academics Division. Supports the implementation of this vision with district and campus leaders.
MAJOR DUTIES & RESPONSIBILITIES
- Supervises and sets the vision for the Student Assessment team.
- System Leadership: Develops systems to ensure there is a comprehensive assessment program that is inclusive of interim, formative, summative assessments, effective data use, and best practices for reporting. Supports campus leaders in implementing these program components.
- Assessment Program Management: Oversee the planning, administration, and coordination of all assessment programs, including state-mandated tests, national assessments, and district-wide evaluations.
- Assessment Policy Compliance: Stay up-to-date with evolving assessment policies and regulations at the state and national levels. Ensure adherence to guidelines and compliance with all assessment-related requirements.
- Test Development and Evaluation: Collaborate with curriculum specialists and instructional staff to develop and review assessment instruments that accurately measure student learning. Conduct item analysis and validate assessment tools for reliability and validity.
MAJOR DUTIES & RESPONSIBILITIES CONTINUED
- Stakeholder Engagement: Foster positive relationships with state education agencies, testing vendors, and other relevant organizations to stay informed about assessment practices and leverage external resources and expertise.
- Collaborative Leadership: Work closely with school administrators, instructional leaders, and district personnel to align assessment practices with instructional goals and support data-informed decision-making.
- Ethical and Secure Assessment Practices: Ensure the security, confidentiality, and integrity of assessment materials, data, and processes. Implement protocols to prevent misconduct and maintain the highest ethical standards.
- Performs other job-related duties as assigned.
EDUCATION
Bachelor’s Degree required
Master’s Degree preferred
WORK EXPERIENCE
8+ years’ experience with public school summative/formative/interim assessment programs. Has a proven record of successfully developing and implementing assessments.

LEADERSHIP RESPONSIBILITIES
Management. Manages a department, often through subordinate management. Regularly manages staff in the completion of large-scale projects or a very closely related set of projects/initiatives often spanning multiple disciplines. Receives strategies and broad departmental objectives from senior leadership; establishes operational objectives and work plans;
delegates assignments to subordinate management and staff. Allocates resources according to priorities and serves as the primary decision maker regarding hiring, performance and budget.
WORK COMPLEXITY/INDEPENDENT JUDGMENT
Work is non-standardized and widely varied, involving many complex and significant variables including significant time spent planning, evaluating complex solutions and issues, and negotiating outcomes.
Strong analytic ability and inductive thinking are frequently required to devise new approaches to situations where previously accepted solutions have proven inadequate. Position regularly makes recommendations to management on areas of significance to the division. Supervision received typically consists of providing periodic coaching, advice and feedback.

Participates in a group plan and/or budget development.

Decisions are made with greater freedom and discretion, including recommendations that are subject to approval on matters that may affect multiple departments across HISD. Job is frequently expected
to recommend new solutions to problems, to improve existing methods/procedures/services and generate new ideas. May also review decisions made by other individuals on more routine matters.
IMPACT OF DECISIONS
Decisions have considerable impact to multiple divisions or the organization causing risks or improvements to relationships, significant efficiencies or delays in operations, and/or significant financial gains or expenses. Errors are serious and difficult to discover, normally involve decisions not subject to detailed review and will result in excessive costs and/or significant project delays.
COMMUNICATION/INTERACTIONS
Negotiate and influence - interprets department strategies and services, resolves conflicts, influences outcomes on matters of significance for the division, conducts final negotiations and coordinates approvals/decision making below the executive level. Interactions are typically with customers and Top Management.

Regularly assesses and diffuses complex, and escalated customer issues. Takes personal responsibility and accountability for solving systemic customer service problems. Regularly explores alternative and creative solutions to meeting the needs of the customer within HISD's policies and guidelines.
WORKING/ENVIRONMENTAL CONDITIONS
Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.
