JOB SUMMARY

The Director – Enterprise Strategic Data Intelligence leads the analytics, reporting, and data engineering teams that support Houston ISD’s business-facing systems. This includes financials, budgeting, HR, procurement, warehousing, fleet, nutrition services, and ERP-related data domains. The Director oversees the use of Microsoft Fabric and Power BI to deliver operational and strategic insights across departments. This role works closely with finance, HR, procurement, and IT leadership to ensure clean, connected, and actionable data in support of districtwide decision-making. The Director also plays a key role in the district’s shift from SAP to Oracle Fusion Cloud and its impact on enterprise data flows.

MAJOR DUTIES & RESPONSIBILITIES

1.    Lead development and management of data pipelines, models, and dashboards in Microsoft Fabric and Power BI.
2.    Partner with operational departments (Finance, HR, Procurement, etc.) to define and deliver high-impact analytics.
3.    Oversee data quality, governance, and integration across multiple ERP and cloud systems.
4.    Collaborate with the Oracle Fusion implementation team to ensure continuity of reporting and historical data access.
5    Supervise a team of data engineers, analysts, and architects to deliver secure, timely, and trusted reports.

MAJOR DUTIES & RESPONSIBILITIES CONTINUED

6.    Standardize KPIs and operational reports used by district leaders, principals, and central office staff.
7.    Ensure compliance with data privacy, FERPA, and internal controls in data workflows and sharing.
8.    Implement metadata management, lineage tracking, and documentation for long-term sustainability.
9.    Provide training and user support for department-level data owners and dashboard users.
10.    Perform other job-related duties as assigned.

EDUCATION

Bachelor’s degree in data science, information systems, business analytics, or related field required. Master’s preferred.

WORK EXPERIENCE

Minimum of 7 years in data analytics, business intelligence, or data engineering roles. At least 3 years managing a data team or enterprise reporting environment. Experience with Microsoft Fabric, Power BI, and Oracle Fusion preferred.

SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

•    Strong experience with data visualization and reporting tools (Power BI required)
•    Familiarity with Microsoft Fabric or similar cloud-based data environments
•    Data governance, security, and privacy best practices
•    Working knowledge of ERP-related data (finance, HR, procurement, etc.)
•    Experience designing ETL/ELT pipelines and dimensional models
•    Strong SQL and DAX skills
•    Excellent communication skills for both technical and business audiences    

LEADERSHIP RESPONSIBILITIES

Leads a multi-disciplinary data team supporting ERP, finance, and operational departments. Sets priorities for cross-functional reporting projects and manages stakeholder expectations.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Leads complex data integration and reporting strategies across legacy and modern platforms. Exercises judgment in aligning data needs with technical constraints and user capabilities.
 

BUDGET AUTHORITY

Manages software tools and cloud storage/licensing costs related to enterprise data solutions. Participates in budgeting and forecasting processes for analytics platforms.    

PROBLEM SOLVING

Resolves issues of data gaps, latency, quality, or inconsistencies across systems. Designs scalable and reusable data solutions to meet broad operational needs.

IMPACT OF DECISIONS

Affects districtwide reporting accuracy, financial planning, compliance visibility, and executive decision-making. Poor data quality or delayed access can impact funding or operations.

COMMUNICATION/INTERACTIONS

Interacts with business unit leaders, IT professionals, and executive sponsors. Presents findings, KPIs, and dashboard recommendations to decision-makers.

CUSTOMER RELATIONSHIPS

Serves as the lead partner for operational departments’ analytics needs. Provides consultation and training to improve data fluency districtwide.

WORKING/ENVIRONMENTAL CONDITIONS

Office-based with some remote flexibility. Extended hours may be needed during system launches or key reporting deadlines.
