Director 1 Data Management & Security Operations

JOB SUMMARY

The Director – Data Management & Security Operations leads the design, implementation, and enforcement of data governance, integration, and security protocols for all operational and student-facing data systems across Houston ISD. This role ensures high standards for data quality, integrity, compliance, and user access across platforms including ERP, SIS, Power BI, Azure Synapse and Microsoft Fabric. The Director works closely with Information Security, Legal, Academics, and IT teams to protect data assets and support secure, reliable reporting and analytics districtwide.

MAJOR DUTIES & RESPONSIBILITIES

1.    Lead and enforce data governance, quality assurance, and information lifecycle policies for the district’s enterprise data assets.
2.    Supervise architects and engineers responsible for metadata management, role-based access, and data architecture.
3.    Develop secure data pipelines and APIs to ensure integrity between source systems and analytics platforms.
4.    Partner with cybersecurity and infrastructure teams to implement FERPA-compliant data protections.
5    Oversee the implementation of access controls, audit logging, and encryption standards.

MAJOR DUTIES & RESPONSIBILITIES CONTINUED

6.    Collaborate with department leaders to define data ownership, retention, and approval workflows.
7.    Respond to security audits, legal inquiries, and compliance reviews regarding district data.
8.    Establish SLA and monitoring protocols for core data services and availability.
9.    Develop and lead training initiatives around data stewardship and responsible use.
10.    Perform other job-related duties as assigned.

EDUCATION

Bachelor’s degree in data management, information systems, cybersecurity, or a related field required. Master’s preferred.    

WORK EXPERIENCE

Minimum of 7 years of experience in enterprise data governance, security, or IT operations. Public sector or K–12 experience strongly preferred.

SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

•    Strong background in data governance, integration architecture, and access control
•    Familiarity with Microsoft Fabric, Azure, Power BI, and data warehouse security practices
•    In-depth understanding of FERPA, HIPAA, and other education data compliance frameworks
•    Excellent collaboration, documentation, and policy development skills
•    Strong background in data interoperability standards including IMS OneRoster, Ed-Fi

LEADERSHIP RESPONSIBILITIES

Directs the Data Management & Security Operations team. Manages technical staff and cross-functional initiatives involving sensitive data.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Responsible for interpreting legal and policy mandates into technical protocols. Exercises high discretion over access and security decisions.

BUDGET AUTHORITY

Manages tools, licenses, and services for secure data storage, access, and delivery. Participates in district IT planning.

Resolves conflicts between usability and data protection. Designs workflows that balance performance and compliance.

IMPACT OF DECISIONS

Directly impacts legal compliance, student privacy, and data reliability. Mistakes may result in audit findings, data breaches, or operational risks.

Collaborates with internal departments, legal teams, and system vendors. Communicates policies and procedures with clarity and authority.

CUSTOMER RELATIONSHIPS

Supports staff and school users by ensuring reliable, secure, and appropriate access to data systems.    

WORKING/ENVIRONMENTAL CONDITIONS

Office environment. May require evening or weekend work during audits or major transitions, hybrid setting available.
