JOB SUMMARY

The Coordinator 1 plays a vital role in supporting the efficient operation of the department. The Coordinator 1 is responsible for maintaining and monitoring various general ledger accounts, supporting payroll accounting functions, and preparing financial statements and reports in accordance with GAAP. This position serves as a liaison between Payroll and Finance to ensure accurate payroll processing, proper accounting treatment, and compliance with federal, state, and district requirements. The Coordinator 1 contributes to the overall effectiveness and success of the department by ensuring smooth coordination and execution of activities as well as providing assistance to team members and stakeholders.

MAJOR DUTIES & RESPONSIBILITIES

1.        Maintains and monitors budgets for various accounts to ensure compliance with regulatory guidelines and district requirements.
2.        Prepares various financial reports for management, external auditors, and funding agencies.
Prepares and reviews journal entries; posts revenues, expenditures, and payroll-related transactions to appropriate accounts. Reconciles general ledger accounts, including salary, benefits, and payroll liability accounts.
3.        Performs monthly reconciliation of payroll clearing, withholding, and benefit payable accounts.
4.        Performs reconciliation of TRS accounts based on payroll TRS reports and postings on a monthly basis.
5.        Performs journal entry tasks as needed after payroll processing.
6.        Monitor and maintain unclaimed payroll vendor disbursements. 
7.        Reviews payroll registers for accuracy and reasonableness prior to posting to the general ledger.
8.        Coordinates with the Payroll department to ensure timely and accurate processing of payroll transactions, including adjustments, supplements, stipends, and retroactive pay.

MAJOR DUTIES & RESPONSIBILITIES CONTINUED

9.        Assists in monitoring payroll expenditures against budget and analyzes variances.
10.        Supports year-end payroll processes, including accruals, W-2 balancing, and audit requests.
11.        Ensures compliance with federal and state payroll regulations, including tax reporting and benefit deductions.
12.        Analyzes trends, payroll costs, and cash flows.
13.        Ensures adherence to District policies and procedures including the HISD Financial Procedures Manual and HISD Finance Process Guide.
14.        Collects, organizes, and analyzes data related to key performance indicators, including payroll metrics and staffing costs.
15.        Assists with internal and external payroll audits and responds to information requests.
16.        Other duties as assigned.

EDUCATION

Bachelor’s degree in accounting, finance, or related field
CPA Preferred

WORK EXPERIENCE

3-5 years progressive accounting/finance experience, including:
Experience with payroll accounting or payroll operations
Internal controls and audit support
Experience in public sector / school district finance (Texas preferred).

LEADERSHIP RESPONSIBILITIES

Work Leadership. Regularly provides project management or team leadership to a group of two or more employees but does not have formal supervisory responsibility. Leading and directing is restricted to monitoring work and providing guidance on escalated issues. Most of work time is spent performing many of the same duties they are leading.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.

Acts as a trusted advisor and becomes involved in the customer's decision-making process including presenting alternatives and information and applying persuasion and negotiation skills in the resolution of problems.
Monitors customer service standards.
