JOB SUMMARY

The Title IX Coordinator 2 conducts impartial investigations of sex-based discrimination and sexual harassment complaints while ensuring compliance with federal Title IX regulations. This position centralizes Title IX case management through consistent procedures and serves as the district’s subject-matter expert on Title IX law and investigative best practices.

MAJOR DUTIES & RESPONSIBILITIES

1.        Conduct thorough and impartial Title IX investigations from intake through resolution, ensuring strict adherence to federally mandated timelines
2.        Interview parties and witnesses, gather and analyze evidence, and prepare comprehensive investigative reports with findings and recommendations
3.        Ensure compliance with federal regulations, Office for Civil Rights guidance, and applicable case law while identifying gaps to prevent violations
4.        Coordinate closely with Legal Services, campus administrators, law enforcement, and external agencies throughout investigations
5.        Manage interim measures, supportive accommodations, and confidential case documentation in case management systems

MAJOR DUTIES & RESPONSIBILITIES CONTINUED

6.        Respond to OCR inquiries, complaints, and compliance reviews with required documentation and reports
7.        Serve as the district's Title IX subject matter expert, contributing to policy development and staying current on evolving regulations
8.        Develop and deliver Title IX training for district personnel and prepare data analysis and reports for leadership
9.        Facilitate resolution meetings and informal resolution processes when appropriate
10.        Other duties as assigned. 

EDUCATION

Bachelor's Degree
Juris Doctor or Master’s degree in Education Administration, Public Administration, Human Resources, or related field Preferred

WORK EXPERIENCE

3 years in investigative roles. Demonstrated experience conducting workplace or educational investigations, including Title IX matters, showing comprehensive knowledge of Title IX regulations, requirements, and investigative procedures. Experience working in K-12 education, higher education, or the government sector is preferred. Background in employment law, civil rights compliance, or related field preferred.

LEADERSHIP RESPONSIBILITIES

Serves as the district's subject matter expert and lead resource for all Title IX-related matters, providing consultation, guidance, and technical assistance to district personnel, administrators, and leadership on Title IX compliance, reporting obligations, and response protocols. The position leads training sessions and professional development for district staff on Title IX requirements and procedures while collaborating with and guiding cross-functional teams, including Legal Services, and campus administrators, in coordinated Title IX responses. The role influences district policy development and implementation related to Title IX compliance.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

This position requires a high degree of independent judgment and decision-making in navigating complex, sensitive investigations with significant legal and financial implications. Title IX Coordinator 2 must:
•Independently assess complaints to determine jurisdiction, appropriate investigative approach, and interim measures
•Exercise sound judgment in evaluating conflicting evidence, assessing witness credibility, and determining findings
•Navigate ambiguous situations involving federal regulations, case law, and District policy with minimal supervision
•Make time-sensitive decisions to ensure compliance with strict federal deadlines
•Balance multiple competing priorities and complex cases simultaneously
•Apply legal standards and investigative best practices to unique, fact-specific scenarios
•Determine when to escalate matters or seek guidance from Legal Services leadership

BUDGET AUTHORITY

-No budget development activity is required. 

PROBLEM SOLVING

Decisions are made with greater freedom and discretion, including recommendations that are subject to approval on matters that may affect multiple departments across HISD. Job is frequently expected to recommend new solutions to problems, to improve existing methods/procedures/services and generate new ideas. May also review decisions made by other individuals on more routine matters.

IMPACT OF DECISIONS

Decisions directly impact the district’s legal liability, federal compliance, and financial exposure. Investigations affect the safety and rights of students and employees and determine whether the district faces Office for Civil Rights investigations and corrective action plans. These decisions influence operational efficiency and community trust and establish precedents for future Title IX responses across the district.

COMMUNICATION/INTERACTIONS

Coordinates regularly with Legal Services on case status and compliance matters, collaborates with campus administrators throughout investigations, and communicates directly with complainants, respondents, and witnesses. The position consults with district leadership on findings and policy implications while delivering training and guidance to administrators, faculty, and staff.

Serves students, families, employees, district leadership, Legal Services, campus administrators, and federal regulators by providing fair, impartial investigations that protect rights and ensure compliance. The position delivers expertise in risk mitigation, legally defensible investigations, and timely resolution of Title IX matters while demonstrating the district’s commitment to regulatory compliance. Success requires building trust, maintaining neutrality, and balancing competing interests while upholding federal mandates and district values.
