JOB SUMMARY

This position will assist with coordinating and managing the IT Contracts and Software Maintenance, as well as assist with the E-Rate program. This person will be responsible for cross-collaborating with various departments / divisions to strategically determine HISD’s needs, negotiate with vendors, and interface with auditors as needed.

 

This is a gated job for use in centralized HISD IT.

 

Use of this job outside of centralized IT requires approval from the Chief Technology Officer.

MAJOR DUTIES & RESPONSIBILITIES

1. Facilitates the resolution of technical and business problems within the IT contracts, data sharing/privacy agreements (DSA / DPA) and software maintenance functional area /processes scope of responsibility, which varies by management level and occasionally technical specialty. Evaluates recommendations of others, deciding on course of action in ambiguous situations and applying innovative solutions. Provides function, process and technical guidance, quality review for related deliverables. Works on issues where analysis of situation or data requires review of related factors. Exercises judgment within defined procedures and policies to determine appropriate action.

2. Develops an understanding of IT technical standards and requirements. Continually reviews the current status of IT contracts, DSA/DPA, and software maintenance, as well as E-Rate assigned functions and processes to collaborate with others and develop improvement solutions. Communicates quality goals within scope of job. Takes steps on timely basis to identify and eliminate quality issues.

3. Oversees and manages various aspects of IT contracts, DSA/DPA, and software maintenance functions and processes as they relate to district standards associated with the legal and procurement requirements. Will be called upon to matrix lead others in work, research and analysis to develop creative and innovative solutions regarding IT contract and software maintenance functions, processes, directions and methodologies.

4. Manages IT contracts, DSA/DPA, and software maintenance documentation and correspondence including but not limited correspondence with the business owner, vendor, and legal counsel.

5. Where appropriate, fosters effective resource utilization and needs assessment for IT contracts, DSA/DPA, and software maintenance functions and processes. Accountable for ensuring related work assignments are monitored, deadlines are met and escalated where required to the appropriate IT Manager.

6. Responsible to stay abreast of term deadlines, monetary impact, and updates made to contracts and DSA/DPA templates. As well as how those changes might impact the district’s strategic planning.

7. Performs other job-related duties as assigned.

Bachelor’s degree

WORK EXPERIENCE

At least 1 year of working with contracts, financial oversight, and leadership.

SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

Experience with MS Office applications required Experience with SharePoint preferred.

LEADERSHIP RESPONSIBILITIES

Manages without direct reports. Accomplishes the majority of work objectives through the engagement of other resources and through direct effort. Provides day-to-day feedback to staff to ensure function and process needs are achieved and to resolve problems. Responsible for monitoring work, meeting completion dates, interpreting and ensuring application of policies and procedures. Receives assignments in the form of objectives, with goals and the process by which to meet goals. When required will provide input to hiring, performance and budget.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work is moderately complex, varied and regularly requires the selection and application of

technical and detailed guidelines. Independent judgment is often required to select and apply the most

appropriate of available resources. Ongoing supervision is provided on an "as needed" basis.
