JOB SUMMARY
The Coordinator 2 – Substitute Program supports the district’s mission to ensure that every classroom has access to a qualified and effective educator by managing the operational and data components of Houston ISD’s Substitute program. This role ensures efficient onboarding, placement, and support for associate teachers while leveraging data and technology to monitor performance, improve processes, and enhance campus service delivery.
Working under the direction of the Director 2 of Talent Acquisition, the Coordinator collaborates with HR partners, Payroll, Finance, and school leaders to align substitute staffing processes with district priorities. The ideal candidate combines operational efficiency with data-driven problem-solving to sustain a reliable and high-quality pool of associate teachers across the district.
MAJOR DUTIES & RESPONSIBILITIES
1. Coordinate the daily operations of the Substitute Program to ensure all campuses have qualified coverage and timely staffing support.
2. Oversee the onboarding, placement, and orientation process for substitute teachers, ensuring compliance with district hiring standards and state requirements.
3. Collaborate with Payroll, Finance, and HR Operations to resolve compensation, contract, and employment status issues efficiently.
4. Develop and maintain program data reports that track fill rates, attendance, retention, and campus usage to inform staffing and process improvements.
5. Partner Recruitment Coordinators to support recruitment, screening, and hiring of substitute teachers, including participation in hiring events.
6. Provide guidance and communication to principals and campus administrators regarding substitute teacher policies, expectations, and procedures.
MAJOR DUTIES & RESPONSIBILITIES CONTINUED
7. Coordinate and deliver professional learning sessions for substitute teachers focused on instructional support, classroom management, and district standards.
8. Identify and resolve programmatic challenges through data analysis, trend identification, and collaboration with division leadership to strengthen program efficiency.
9. Maintain accurate program documentation and manage system updates (e.g., SAP, AESOP/Frontline) to ensure real-time visibility of substitute teacher assignments.
10. Performs other duties as assigned.
EDUCATION
Bachelor’s degree from an accredited college or university required in one of the following areas: education, human resources, business administration, organizational leadership, or a related field; Master’s degree preferred.

WORK EXPERIENCE
At least 3 years of experience in human resources, staffing coordination, school district or program management. Experience supporting substitute or associate teacher programs strongly preferred.

SKILL AND/OR REQUIRED LICENSING/CERTIFICATION
SAP, Microsoft Office

LEADERSHIP RESPONSIBILITIES
No supervisory or direct people management responsibilities. May provide occasional work guidance, technical advice and training to staff.
WORK COMPLEXITY/INDEPENDENT JUDGMENT
Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis.
BUDGET AUTHORITY
No budget development activity is required.
PROBLEM SOLVING
Decisions are made on both routine and non-routine matters with some latitude, but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.
IMPACT OF DECISIONS
Follows rules and procedures. Decisions can have minimal or no impact to HISD. Errors can be readily detected, usually by the employee, and, if made, would result in minor expense for correction.

Information sharing - gives and receives information such as options, technical direction, instructions and reporting results. Interactions are mostly with customers, own supervisor and coworkers in own and other departments.

Follows through with customer inquiries, requests and complaints. Forwards difficult and non- routine inquiries or requests to appropriate level for resolution.
WORKING/ENVIRONMENTAL CONDITIONS
Work is normally performed in a typical interior work environment, which does not subject the employee to any hazardous or unpleasant elements.
