JOB SUMMARY
The Coordinator (2) of Compliance supports the Facilities and Maintenance Operations Division by ensuring adherence to federal, state, and local regulations, district policies, and internal operating procedures. This role monitors compliance with safety, environmental, building code, and regulatory standards across all district facilities and coordinates audits, reporting, training, and corrective actions.
MAJOR DUTIES & RESPONSIBILITIES
1. Ensures district facilities meet all applicable EPA, ADA, state building code, fire safety, and health regulations. Tracks and maintains compliance records and required certifications (e.g., backflow, fire alarm systems, elevators, pest control, asbestos, etc.)
2. Serves as the district’s point of contact for regulatory agencies and inspectors.
3. Develops, reviews, and updates internal standard operating procedures (SOPs) to ensure compliance with district policy and regulatory standards. Conducts routine audits and site visits to assess adherence to operational procedures and safety protocols.
4. Coordinates and delivers compliance-related training to facilities and operations staff, including safety, chemical handling, IPM, and emergency response procedures. Communicates policy updates and ensures understanding across cross-functional teams.

5 Maintains accurate records and documentation for inspections, incident reports, corrective actions, and preventive maintenance compliance.
6. Prepares compliance reports and presentations for internal leadership and external agencies as required.
7. Investigates incidents of non-compliance and coordinates with relevant departments to implement corrective actions. Monitors follow-through on corrective action plans and reports progress to leadership.
8. Assists in planning and execution of compliance-related initiatives and special projects, including sustainability, hazardous materials management, or capital improvement oversight.
9. Supports grant or bond program compliance when applicable.
10. Performs other duties as assigned.
EDUCATION
• Bachelor’s Degree, preferred, from an accredited college or university in environmental or science related field.
• Environmental related training required to obtain necessary licenses to perform associated tasks.
WORK EXPERIENCE
5+ years in environmental related discipline
SKILL AND/OR REQUIRED LICENSING/CERTIFICATION
*Ability to direct and implement state of the art practices and procedures relevant to industry standards
* Vast knowledge of asbestos abatement and mold remediation projects and procedures
* Knowledge of Asbestos Management Plans and AHERA requirements regarding inspections and periodic surveillance
* Ability to develop cost estimates per a specific scope of work
*Ability to communicate effectively in written form with all levels of management both internal and external to the district
*Literacy in SAP and PeopleSoft, as well as competence in other computer software applications such as Word, Excel, PowerPoint etc.
*Ability to address employee issues and interpret Board policies and procedures
*Ability to organize and oversee daily activities of multifaceted department
LEADERSHIP RESPONSIBILITIES
Provides day-to-day direction to staff; may become directly involved, as required, to meet schedules and resolve problems. Responsible for assigning work, meeting completion dates, interpreting and ensuring application of policies and procedures. Receives assignments in the form of objectives, with goals and the process by which to meet goals. Allocates resource according to priorities and serves as primary decision maker regarding hiring, performance, and budget recommendations.
WORK COMPLEXITY/INDEPENDENT JUDGMENT
Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgement is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department and/or division. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.
BUDGET AUTHORITY
Participates in a group plan and/or advises on budget development.
PROBLEM SOLVING
Decisions are made on both routine and non-routine matters with some latitude but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improv existing methods or generate new ideas.

Decisions have considerable impact to multiple divisions of the organization causing risks or improvements to relationships, significant efficiencies, or delays in operations, and/or significant financial gains or expenses. Errors are serious and may be difficult to discover and normally involve decisions not subject to detailed review and will result in excessive costs and/or significant project delays.

Collaborate and solve problems – works with others to resolve problems, clarify, or interpret complex information/ policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.

Regularly assesses and diffuses complex, and escalated customer issues. Takes personal responsibility and accountability for solving systemic customer service problems. Regularly explores alternative and creative solutions to meeting the needs of the customer within HISD’s policies and guidelines.

Work involves some exposure to moderate risk of accident and requires following basic safety precautions.
