JOB SUMMARY

This position will assist with coordinating and managing the E-Rate Program for HISD. This person will be responsible for cross-collaborating with various departments / divisions to strategically determine HISD’s needs, complete the required E-Rate applications and paperwork with agencies delegated by the FCC, and interface with auditors who are auditing any aspect of the E-Rate Program at HISD. They will also assist with coordinating the day-to-day operations for the E-Rate Program at HISD.

 

This is a gated job for use in centralized HISD IT.

 

Use of this job outside of centralized IT requires approval from the Chief Technology Officer.

MAJOR DUTIES & RESPONSIBILITIES

1. Facilitates the resolution of technical and business problems within the E-Rate functional area /processes scope of responsibility, which varies by management level and occasionally technical specialty. Evaluates recommendations of others, deciding on course of action in ambiguous situations and applying innovative solutions. Provides function, process and technical guidance, quality review for related deliverables. Works on issues where analysis of situation or data requires review of related factors. Exercises judgment within defined procedures and policies to determine appropriate action.

2. Develops an understanding of IT technical standards and requirements. Continually reviews the current status of E-Rate assigned functions and processes to collaborate with others and develop improvement solutions. Communicates quality goals within scope of job. Takes steps on timely basis to identify and eliminate quality issues.

3. Oversees and manages various aspects of E-Rate functions and processes as they relate to district standard infrastructure design, implementation, delivery, monitoring and administration of receipt of IT services and technologies. Will be called upon to matrix lead others in work, research and analysis to develop creative and innovative solutions regarding E-Rate functions, processes, directions and methodologies.

4. Manages E-Rate documentation and correspondence including but not limited to all forms required for various filings such as C1 and C2 applications and reimbursements, all reviews and quality assurance requests, appeals, as well as the documentation of orders and accuracy of billing used in requests for reimbursement by service providers. Corresponds and collaborates with USAC, their affiliates, auditors, consultants and vendors. E-Rate is deadline driven; thus, organization, compliance, and adherence to timelines are paramount.

5. Where appropriate, fosters effective resource utilization and needs assessment for E-Rate functions and processes. Accountable for ensuring related work assignments are monitored, deadlines are met, and escalated where required to the appropriate IT Team Manager, IT

6. Responsible to stay abreast of changes related to rules and procedures related to the E-Rate program and how those changes will or will not affect the district’s strategic planning. Will be required to review and analyze official FCC proceedings, Orders, USAC News Briefs, attend training opportunities, and any other resources made available to achieve this requirement.

SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

Experience with MS Office applications required Experience with SharePoint preferred

E-Rate training is required and provided for this position. Travel once a year will be required to attend the formal training provided by USAC.
