JOB SUMMARY

The Certification Coordinator provides certification and compliance support within an assigned instructional division. Each instructional division will have a designated Certification Coordinator who serves as a liaison with the Texas Education Agency (TEA) to support certification compliance for educators within assigned school feeder patterns and departments. This position does not have supervisory responsibility.
Working in collaboration with Talent Coordinators and Human Resources teams, the Certification Coordinator ensures that new hires and incumbent employees obtain and maintain the appropriate certification or licensure for their assigned positions. The role tracks, audits, communicates, coordinates, and facilitates certification-related employment actions and serves as a subject matter expert in educator certification and licensure.

MAJOR DUTIES & RESPONSIBILITIES

1.     Understands the certification goals and objectives of assigned feeder pattern schools (or central office departments) and works toward providing effective educator certification and licensure solutions. 
2.     Acts as a subject matter expert on educator certification and licensure, collaborating with other Certification Coordinators across units and the HR department to provide principals, division leaders, and central office managers with timely guidance, communication, coaching, training, and support on certification-related matters.
3.     Collaborates with the Talent Coordinator to provide division leadership with timely, accurate reports on certification processing, address any challenges, and maintain certification records. Conduct division certification audits to ensure compliance with district policies and state regulations.
4.     Collaborates with the HRIS department to provide comprehensive educator certification data and analytical reports to school principals, division leaders, and central office managers to inform and facilitate effective position and personnel management decision making. 
5.     Collaborates with Talent Acquisition staff to maintain high-quality pools of certified applicants, regularly monitor the teacher pool in HISD’s Applicant Tracking System, and ensure certification-eligible candidates are identified and appropriately advanced in the application process.
6.     Collaborates with Talent Acquisition department staff in the recruitment of certified school and/or department staff through participation in job fairs and other related recruitment events. 
Recruitment job fairs and related events may take place any day and time, including weekends.

7.     Collaborates with other Certification Coordinators to identify certification-related needs from across units and divisions; and design training and support plans for principals, division leaders, and central office departments. 
8.     Establishes and maintains a strong, positive working relationship with school principals, division leaders, and central office managers to ensure satisfaction with the certification support provided.

9.     Keeps abreast of changes in TEA policies, and HISD policies and procedures as they relate to educator certification and licensure. 
10.     Regularly provides certification guidance, technical advice, training, and mentoring to other members of the human resources team within each division unit and central office. 
11    Maintain and monitor employee certification records in SAP, ensuring all records are accurate , up to date and compliant with district and state requirements.

EDUCATION

Bachelor's Degree

WORK EXPERIENCE

3 to 5 years 
Human Resources and/or Business Administration experience. Experience working with Texas educator certification preferred.

SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

SAP, Microsoft Office 
Office equipment (e.g., computer, copier) 
Thorough subject matter expertise on educator certification in public K-12 Texas school districts. Understanding of HR Information Systems, SAP, and applicant tracking systems preferred  Must understand database structures and processing deadlines 

LEADERSHIP RESPONSIBILITIES

No supervisory responsibilities. May provide work guidance, technical advice, and training to staff , customers, and stakeholders. 

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of certification significance to the department. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.

BUDGET AUTHORITY

No budget development activity is required.

Decisions are made with greater freedom and discretion, including recommendations that are subject to approval on matters that may affect multiple schools and departments across HISD. Job is frequently expected to recommend new solutions to problems, to improve existing methods/procedures/services and generate new ideas. May also review decisions made by other individuals on more routine matters. 

IMPACT OF DECISIONS

Decisions have considerable impact on the school or department. Errors are usually discovered in succeeding operations where most of the work is verified or checked and is normally confined to a single school or department of the organizational activities resulting in significant inconvenience. 

COMMUNICATION/INTERACTIONS

Collaborate and solve problems – works with others to resolve problems, clarify, or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with principals, senior level professional staff, and managers.

Takes routine or required customer actions to meet customer needs. Responds promptly and accurately to customer complaints, inquiries and requests for information and coordinates appropriate follow-up. May handle escalated issues passed on from coworkers. 

WORKING/ENVIRONMENTAL CONDITIONS

Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.
•    Valid Texas driver’s license with applicable insurance coverage
•    Tools/Equipment Used: Standard office equipment, including personal computer and peripherals
•    Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting
•    Motion: Repetitive hand motions including frequent keyboarding and use of mouse; occasional reaching
