JOB SUMMARY

The Cross-Functional Team Member (CTM) in the Office of Student Discipline is responsible for supporting the consistent, equitable, and compliant implementation of student discipline practices across the district. This role partners with campus administrators, executive leadership, and central departments to review disciplinary actions, provide guidance on complex cases, and ensure alignment with the Houston ISD Student Code of Conduct and Texas Education Code Chapter 37.

The CTM plays a critical role in supporting high-stakes disciplinary processes, including providing guidance on implementation of exclusionary practices such as ISS, OSS, and alternative education placements, while advancing equitable, consistent, and legally sound outcomes for all students.

MAJOR DUTIES & RESPONSIBILITIES

1.        Review and support campus discipline referrals, including DAEP placements
2.        Support coordination of discipline conferences and execution of placement decisions
3.        Ensure documentation and processes align with district policy and applicable law (e.g., Chapter 37)
4.        Provide real-time coaching to campus administrators on discipline decisions, investigations, and conference readiness
5.        Support campuses in managing complex or escalated discipline situations, including cases requiring multi-source documentation (e.g., witness statements, incident reports, video evidence)

MAJOR DUTIES & RESPONSIBILITIES CONTINUED

6.        Monitor discipline data and trends to support consistency, accountability, and continuous improvement 
7.        Assist in the development and delivery of professional learning aligned to district discipline practices and expectations
8.        Collaborate across departments to support student services, placement logistics, and compliance requirements
9.        Demonstrated ability to manage sensitive situations involving students, families, and staff with professionalism, discretion, and sound judgment
10.        Experience supporting or leading student discipline processes, including investigations, conferences, and placement decisions
11.        Demonstrated experience applying discipline frameworks that require analysis of evidence, documentation, and procedural compliance
12.        Other duties as assigned.

EDUCATION

Bachelor's Degree

WORK EXPERIENCE

3 to 5 years’ experience in education required. Experience in roles involving student discipline, compliance, campus leadership, and behavior management systems are strongly preferred.

LEADERSHIP RESPONSIBILITIES

Level 1-No supervisory responsibilities. May provide occasional work guidance, technical advice, and training to staff.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

-Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis.

BUDGET AUTHORITY

-No budget development activity is required.

PROBLEM SOLVING

-Decisions are made on both routine and non-routine matters with some latitude but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.

IMPACT OF DECISIONS

-Decisions have minor, small and possibly incremental impact on the department or facility. Errors are usually discovered in succeeding operations where most of the work is verified or checked and is normally confined to a single department or phase of the organizational activities resulting in brief inconvenience.

COMMUNICATION/INTERACTIONS

-Collaborate and solve problems - work with others to resolve problems, clarify, or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.

CUSTOMER RELATIONSHIPS

Takes routine or required customer actions to meet customer needs. Responds promptly and accurately to customer complaints, inquiries and requests for information and coordinates appropriate follow-up. May handle escalated issues passed on from coworkers or subordinates.

WORKING/ENVIRONMENTAL CONDITIONS

-Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.
