JOB SUMMARY

The Cross-Functional Team Member (CTM), Organizational Impact & Continuous Improvement, plays a critical role in driving progress on complex, shared priorities that span departments, systems, and stakeholders across HISD. This role is designed for a strong cross-functional operator and systems thinker who can lead through influence, manage interdependencies, and advance across teams where ownership and accountability are shared. The CTM convenes and supports cross-departmental working groups and initiatives by aligning stakeholders around shared goals, clarifying roles and ownership, and ensuring consistent follow-through. The role integrates data, implementation insight, and stakeholder input to support decision-making, accountability, and continuous improvement. The CTM is data-fluent and comfortable directing data work. This work includes scoping and managing analytical work performed by others, assessing the quality and relevance of outputs, and translating findings into clear implications for action. Success in this role requires strong facilitation skills, sound judgment, and the ability to balance strategic intent with on-the-ground realities. This role requires the ability to manage multiple concurrent projects, balancing competing priorities while ensuring steady progress across all workstreams. This is an ideal role for a candidate who excels at cross-functional execution—someone who can run effective working groups, synthesize information across sources, manage simultaneous high-stakes projects, and can keep complex initiatives moving forward where ownership is shared.

 

MAJOR DUTIES & RESPONSIBILITIES

1.    Convene, facilitate, and manage cross-functional working groups and initiatives, while aligning stakeholders around shared priorities and outcomes.
2.    Coordinate cross-departmental workstreams by clarifying roles, tracking progress, managing dependencies, and ensuring follow-through across teams with shared ownership.
3.    Develop and maintain comprehensive project schedules and detailed timelines.
4.    Partner with functional experts, analysts, and team members to scope, request, and manage data tasks, ensuring analyses are aligned to the right questions and delivered in a usable, decision-ready format.
5.    Synthesize data outputs, operational context, and stakeholder input into clear summaries, recommendations, and next steps for working groups and senior leaders.
6.    Use data and implementation insight to surface risks, gaps, and misalignment across departments, and facilitate problem-solving to address them.

7.    Support the definition of success metrics, milestones, and monitoring routines for initiatives, ensuring shared understanding of progress and accountability.
8.    Prepare concise briefs, agendas, and materials that integrate data, context, and cross-functional implications for executive and implementation audiences.
9.    Support stepbacks and continuous improvement routines by facilitating reflection on what is working, what is not, and where coordination or course correction is needed.
10.    Collaborate closely with other CTMs to share learning, align approaches, and strengthen cross-functional execution across the Chief of Staff portfolio.
11.    Maintain strong awareness of interdependencies across departments, systems, and initiatives, proactively identifying where alignment, sequencing, escalation, or decision-making is required.

EDUCATION

Bachelor's degree in a relevant field (depending on the specific requirements of the cross-functional team)

WORK EXPERIENCE

4 years experience in data analysis, data governance, and project management in a K-12 educational setting, or similar organization. 
 

SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

Strong teamwork and collaboration skills, with the ability to work effectively with individuals from diverse functional backgrounds. 
Excellent communication skills, both verbal and written, enabling clear and concise information sharing. 
Strong problem-solving abilities, with a logical and analytical mindset to address complex challenges. 
Adaptability and flexibility to thrive in a fast-paced and changing work environment. 
Demonstrated ability to manage multiple priorities and deliver results within deadlines. 
Proficiency in relevant software and tools used by the cross-functional team. 
Continuous learning mindset, with a willingness to expand knowledge and skills in other functional areas. 

LEADERSHIP RESPONSIBILITIES

Work Leadership. Regularly provides project management or team leadership to a group of two or more employees but does not have formal supervisory responsibility. Leading and directing typically involves monitoring work and providing guidance on escalated issues. Most of work time is spent performing many of the same duties they are leading.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis. 

BUDGET AUTHORITY

No budget development activity is required. 
 

PROBLEM SOLVING

Decisions are made on both routine and non-routine matters with some latitude but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas. 
 

IMPACT OF DECISIONS

Decisions have minor, small and possibly incremental impact on the department or facility. Errors are usually discovered in succeeding operations where most of the work is verified or checked and is normally confined to a single department or phase of the organizational activities resulting in brief inconvenience. 
 

COMMUNICATION/INTERACTIONS

Collaborate and solve problems - works with others to resolve problems, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers. 
 

CUSTOMER RELATIONSHIPS

Takes routine or required customer actions to meet customer needs. Responds promptly and accurately to customer complaints, inquiries and requests for information and coordinates appropriate follow-up. May handle escalated issues passed on from coworkers or subordinates. 
 

WORKING/ENVIRONMENTAL CONDITIONS

Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements. 
Ability to carry and/or lift less than 15 pounds.
