JOB SUMMARY
The Cross-Functional Team Member (CTM), Organizational Impact & Continuous Improvement, plays a critical role in identifying, analyzing, and interpreting trends that drive equitable outcomes across HISD. This role is designed for a systems thinker with strong data acumen—someone who can both zoom in to transform and analyze complex datasets and zoom out to understand how those patterns intersect across departments and initiatives.
The CTM is responsible for compiling and cleaning cross-departmental data, identifying performance gaps, proposing root cause hypotheses, and recommending targeted next steps. They support the definition and measurement of success metrics for key programs and initiatives and help triage opportunities where collaborative action is needed to improve outcomes. This role supports, but does not lead, formal program evaluation, and instead focuses on surfacing patterns that help teams reflect, adjust, and align.
This is an ideal role for a candidate who thrives at the intersection of data, strategy, and systems—someone who can move fluidly between spreadsheets and strategy rooms, helping translate information into insight and insight into impact.
MAJOR DUTIES & RESPONSIBILITIES
1. Transform and clean large, complex datasets to enable analysis of student outcomes, program implementation, and performance across departments.
2. Design and monitor metrics of success for key district initiatives, ensuring they are measurable, aligned, and meaningful at both executive and implementation levels.
3. Conduct data analyses to identify patterns, gaps, and equity concerns, with an emphasis on uncovering root causes and informing district strategy.
4. Triangulate data across departments to surface insights about how different workstreams impact shared outcomes—and when coordinated action is needed.
5. Collaborate with CTMs, program leads, and department heads to connect the dots between strategy, implementation, and outcomes.
6. Prepare and present clear, compelling data briefs and visuals for senior leaders that blend technical accuracy with accessible storytelling.
7. Support stepbacks and performance monitoring routines by identifying emerging trends and surfacing opportunities for realignment or intervention.
8. Participate in continuous improvement cycles by bringing data to learning spaces and helping teams reflect on what’s working and what needs to shift.
9. Provide analytical support to program evaluation efforts led by other team members, such as data cleanup, metric definition, or interpretation of findings.
10. Maintain a deep awareness of interdependence across departments and functions—regularly scanning for where shared ownership or collaboration is essential to move the work forward.

11. Identify and recommend opportunities for system-level improvement by analyzing gaps in performance, surfacing root causes, and proposing targeted interventions.
12. Contribute to a culture of continuous improvement by modeling data-informed decision-making, promoting cross-functional collaboration, and supporting district-wide capacity-building efforts.
13. Execute assigned tasks and deliverables within established timelines, ensuring quality and accuracy in work.
14. Proactively identify opportunities for process improvement, efficiency enhancements, and innovation within the cross-functional team, contributing to ongoing improvement initiatives.
15. Embrace change and adapt to evolving project requirements, adjusting priorities and approaches as needed to ensure successful project outcomes.
16. Continuously expand knowledge and understanding of other functional areas within the organization, fostering cross-functional learning and collaboration.

EDUCATION
Bachelor's degree in a relevant field (depending on the specific requirements of the cross-functional team)
WORK EXPERIENCE
4 years experience in data analysis, data governance, and project management in a K-12 educational setting, or similar organization.
SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

Excellent communication skills, both verbal and written, enabling clear and concise information sharing.

LEADERSHIP RESPONSIBILITIES
Work Leadership. Regularly provides project management or team leadership to a group of two or more employees but does not have formal supervisory responsibility. Leading and directing typically involves monitoring work and providing guidance on escalated issues. Most of work time is spent performing many of the same duties they are leading.
WORK COMPLEXITY/INDEPENDENT JUDGMENT
Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis.
BUDGET AUTHORITY
No budget development activity is required.
PROBLEM SOLVING
Decisions are made on both routine and non-routine matters with some latitude but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.
IMPACT OF DECISIONS
Decisions have minor, small and possibly incremental impact on the department or facility. Errors are usually discovered in succeeding operations where most of the work is verified or checked and is normally confined to a single department or phase of the organizational activities resulting in brief inconvenience.
COMMUNICATION/INTERACTIONS
Collaborate and solve problems - works with others to resolve problems, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.

Takes routine or required customer actions to meet customer needs. Responds promptly and accurately to customer complaints, inquiries and requests for information and coordinates appropriate follow-up. May handle escalated issues passed on from coworkers or subordinates.
WORKING/ENVIRONMENTAL CONDITIONS
Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.
