JOB SUMMARY

Provides specialized expertise and serves as a point of contact for the district’s Procurement Card (ProCard) and travel cards. This role ensures that all transactions are processed accurately and in compliance with district policies, Board regulations, and applicable state and federal requirements. The position supports campuses, divisional offices, and internal teams in ProCard and travel processes, resolving issues, maintaining system data integrity, and ensuring audit readiness.

In addition to daily operational support, this position monitors ProCard and travel activity, conducts audits, identifies discrepancies, and recommends corrective actions to maintain compliance and mitigate risk. Collaborates with cross-functional teams, provides training and guidance to staff and campus users, and implements process improvements to ensure efficient, accurate, and compliant operations that support the overall goals of the Purchasing Services Department.

MAJOR DUTIES & RESPONSIBILITIES

1.    Serve as the primary point of contact for ProCard and travel operations, providing guidance, support, and expertise to the internal team, staff, campuses, and divisional offices.
2.    Process and maintain ProCard applications, including creating new accounts, updating account limits, suspensions, cancellations, and MCC restrictions.
3.    Monitor allocation, approval, and reconciliation of ProCard transactions and travel reimbursements to ensure compliance with district policies, Board regulations, and applicable laws.
4.    Conduct audits of monthly card statements, receipts, and travel documentation, identifying discrepancies, questionable transactions, or policy violations, and notify cardholders and fund approvers as needed.
5.    Collaborate with campuses and departments to assist with ProCard and travel processes, including training, documentation submission, and timely resolution of issues.
6.    Maintain accurate, organized records for cardholders, travel requests, receipts, and supporting documentation, ensuring confidentiality and audit-readiness.
7.    Provide training, guidance, and support to new and existing program participants; prepare manuals, handouts, and instructional materials; and update departmental websites as needed.

8.    Analyze trends, spending patterns, and transaction data to identify process improvements, cost-saving opportunities, or compliance risks.
9.    Assist in developing and implementing ProCard and travel policies, procedures, and best practices to ensure alignment with district regulations and industry standards.
10.    Collaborate with cross-functional teams to resolve account disputes, fraudulent transactions, or errors, and serve as a resource for junior team members.
11.    Support departmental projects and initiatives by collecting, organizing, and analyzing data, preparing reports, and providing recommendations to leadership.
12.    Performs other job-related duties as assigned.

EDUCATION

High School Diploma required; Bachelor's Degree preferred or equivalent experience.

WORK EXPERIENCE

Minimum of 3 years.

SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

Proficiency in statistical analysis software (e.g., R, Python, SAS) and data manipulation tools (e.g., SQL, Excel).
Strong analytical and problem-solving skills, with the ability to collect, organize, and analyze complex datasets.
Experience in developing and implementing predictive models, machine learning algorithms, or other advanced analytics techniques.
Solid understanding of statistical concepts, methodologies, and data visualization principles.
Excellent written and verbal communication skills, with the ability to effectively present complex data findings to non-technical stakeholders.
Strong project management skills, with the ability to manage multiple priorities and meet deadlines.
Knowledge of data governance and data management best practices.
Familiarity with data visualization tools (e.g., Tableau, Power BI) is a plus.
Experience in the industry or domain relevant to the district is desirable.
Strong critical thinking and problem-solving abilities, with a curious mindset and a passion for uncovering insights from data.
Ability to work independently and collaboratively in a team environment.
Proficient in using scripting languages and data manipulation libraries (e.g., Python, Pandas) is preferred.
Commitment to maintaining confidentiality and handling sensitive data with discretion.

LEADERSHIP RESPONSIBILITIES

No supervisory or direct people management responsibilities. May provide occasional work guidance, technical advice and training to staff.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis.

BUDGET AUTHORITY

No budget development activity is required.

PROBLEM SOLVING

Decisions are made on both routine and non-routine matters with some latitude, but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.

IMPACT OF DECISIONS

Follows rules and procedures. Decisions can have minimal or no impact to HISD. Errors can be readily detected, usually by the employee, and, if made, would result in minor expense for correction.

COMMUNICATION/INTERACTIONS

Information sharing - gives and receives information such as options, technical direction, instructions and reporting results. Interactions are mostly with customers, own supervisor and coworkers in own and other departments.

CUSTOMER RELATIONSHIPS

Follows through with customer inquiries, requests and complaints. Forwards difficult and non-routine inquiries or requests to appropriate level for resolution.

WORKING/ENVIRONMENTAL CONDITIONS

Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.
Ability to carry and/or lift less than 15 pounds.
