JOB SUMMARY

Analyzes complex early childhood problems in the areas of identifying, evaluating and developing processes, procedures, policies, data quality and workflows that are cost effective and meet early childhood requirements. Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.

MAJOR DUTIES & RESPONSIBILITIES

1.    Works with coordinators and CTM to develop early childhood requirements, including understanding practices and approaches and recommending changes. Serves as a conduit between divisions and central office, drive their work into systems initiatives.
2.    Understands, proposes, educates and helps implement new processes through operations and new systems. Works to continually understand early childhood requirements, document them in standard formats, obtain user approval and work them seamlessly into the bigger picture.

MAJOR DUTIES & RESPONSIBILITIES CONTINUED

3.    Monitors applications, databases and infrastructure components, trends leading to problems are identified, proactive actions are taken; and, when needed, immediate problem management activities are addressed. 
4.    Conducts root-cause analysis related to trends observed from feeder pattern actions and presents possible solutions with leaders.
5.    Resolves issues and concerns elevated to the Early Childhood Education Department. 
6.    Maintain and update departmental records, databases, and filing systems, ensuring confidentiality and data integrity. 
7.    Other duties as assigned. 

EDUCATION

Associate degree or 60 hours

WORK EXPERIENCE

Minimum of 1-3 years of experience 

SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

Microsoft Office 
Strong analytical and problem-solving skills, with the ability to collect, organize, and analyze complex data sets.
Proficiency in statistical analysis software (e.g., R, Python, SPSS) and data visualization tools (e.g., Tableau, Power BI).
Solid understanding of statistical concepts and methodologies, such as regression analysis, hypothesis testing, and data modeling.
Experience with database querying languages (e.g., SQL) and data manipulation tools.
Excellent attention to detail and accuracy in data analysis and reporting.
Strong written and verbal communication skills, with the ability to effectively present complex data and findings to non-technical stakeholders.
Ability to work independently and collaboratively in a team environment, managing multiple priorities and deadlines.
Proficient in Microsoft Excel, including advanced functions and formulas.
Knowledge of data governance and data management best practices.
Familiarity with data visualization best practices and the ability to create visually compelling and informative reports.
Strong critical thinking and problem-solving abilities, with a curious mindset and a passion for uncovering insights from data.
Experience in the education sector or related fields is a plus.
Commitment to maintaining confidentiality and handling sensitive data with discretion.

LEADERSHIP RESPONSIBILITIES

No supervisory or direct people management responsibilities. May provide occasional work guidance, technical advice and training to staff.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis.

BUDGET AUTHORITY

No budget development activity is required.

PROBLEM SOLVING

Decisions are made on both routine and non-routine matters with some latitude, but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.

IMPACT OF DECISIONS

Follows rules and procedures. Decisions can have minimal or no impact to HISD. Errors can be readily detected, usually by the employee, and, if made, would result in minor expense for correction.

COMMUNICATION/INTERACTIONS

Information sharing - gives and receives information such as options, technical direction, instructions and reporting results. Interactions are mostly with customers, own supervisor and coworkers in own and other departments.

CUSTOMER RELATIONSHIPS

Follows through with customer inquiries, requests and complaints. Forwards difficult and non-routine inquiries or requests to appropriate level for resolution.

WORKING/ENVIRONMENTAL CONDITIONS

Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.
Ability to carry and/or lift less than 15 pounds.
