JOB SUMMARY

The Plumbing Services Program Manager (2) provides leadership, oversight, and technical direction for all plumbing operations across the district. This includes guiding staff, ensuring regulatory compliance, overseeing preventative and emergency maintenance, and implementing capital repair and replacement projects. The role ensures the safe, efficient, and code-compliant operation of plumbing systems that support the learning environment of students and all facilities.
 

MAJOR DUTIES & RESPONSIBILITIES

1.    Leadership & Supervision:
•    Plans, directs, and guides the district’s plumbing operations including potable water, sanitary sewer, storm water, natural gas, and irrigation systems. 
•    Assists with the development and management of annual plumbing services budgets including labor, materials, and contracted services
•    Supervises and evaluates licensed plumbing staff, including Journeyman Plumbers, Backflow Technicians, and administrative support.
•    Develops and implements preventative maintenance programs and system replacement plans aligned with asset lifecycle data and capital improvement strategies.
•    Interprets plumbing-related federal, state, and local codes; ensures district compliance with Texas State Board of Plumbing Examiners and environmental regulations.
•    Serves as the district’s technical expert for plumbing infrastructure on construction projects, renovations, and emergency repairs.
•    Coordinates with other trades (HVAC, electrical, structural, etc.), custodial services, and campus staff to minimize operational disruption.
•    Develops and enforces district plumbing standards, specifications, and scopes of work.
•    Manages vendor and contractor relationships, including oversight of service contracts and performance.
•    Maintains accurate and up-to-date records in the district’s databases and enterprise reporting software.
•    Responds to major plumbing emergencies and system failures; coordinates responses and recovery actions.
•    Leads or supports capital improvement planning for plumbing infrastructure; provides input for bond or grant-funded projects.
•    Ensures staff compliance with safety protocols, licensing, and professional development requirements.
•    Prepares and presents reports, analyses, and performance metrics to leadership.

EDUCATION

•    Vocational/Technical/Business School preferred.
•    Associate’s degree preferred.
•    Bachelor’s degree preferred.    
 

WORK EXPERIENCE

•    Minimum of five (5) years of experience in facilities maintenance, construction, or related field, with at least three (3) years in a supervisory role.
•    Experience managing maintenance operations in a school district, large institution, or public sector organization preferred. 
 

SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

•    Valid Master Plumber License issued by the State of Texas required.
•    Backflow Prevention Assembly Tester License (or ability to obtain within 6 months.
•    Deep knowledge of plumbing systems, construction methods, and applicable codes and standards.
•    PeopleSoft, SAP, Microsoft Office, Office equipment (e.g., computer, copier), Hand tools (e.g., hammer, shovel, screwdriver).
•    Knowledge of building systems, including HVAC, electrical, plumbing, carpentry, and roofing. 
•    Strong leadership, organizational, and communication skills. Ability to communicate effectively in both written and oral forms with all levels of management both internal and external district.  
•    Vehicles (e.g., automobile, truck, tractor, forklift) 
•    Must possess valid driver’s license and a driving record in good standing with the State of Texas and HISD; May be required to use company vehicle to travel to and from assigned campuses.
•    Strong ethical standards and integrity in decision-making.     
 

LEADERSHIP RESPONSIBILITIES

Provides day-to-day direction to staff; may become directly involved, as required, to meet schedules and resolve problems. Responsible for assigning work, meeting completion dates, interpreting and ensuring application of policies and procedures. Receives assignments in the form of objectives, with goals and the process by which to meet goals. Allocates resource according to priorities and serves as primary decision maker regarding hiring, performance, and budget recommendations.
 

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgement is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department and/or division. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities. 
 

BUDGET AUTHORITY

Participates in a group plan and/or advises on budget development.    
 

PROBLEM SOLVING

Decisions are made on both routine and non-routine matters with some latitude but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improv existing methods or generate new ideas.
 

IMPACT OF DECISIONS

Decisions have considerable impact to multiple divisions of the organization causing risks or improvements to relationships, significant efficiencies, or delays in operations, and/or significant financial gains or expenses. Errors are serious and may be difficult to discover, and normally involve decisions not subject to detailed review and will result in excessive costs and/or significant project delays.
 

COMMUNICATION/INTERACTIONS

Collaborate and solve problems – works with others to resolve problems, clarify, or interpret complex information/ policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.    
 

CUSTOMER RELATIONSHIPS

Regularly assesses and diffuses complex, and escalated customer issues. Takes personal responsibility and accountability for solving systemic customer service problems. Regularly explores alternative and creative solutions to meeting the needs of the customer within HISD’s policies and guidelines.    
 

WORKING/ENVIRONMENTAL CONDITIONS

•    Ability to perform site inspections, including climbing ladders, lifting up to 50 lbs., and working in various environmental conditions. 
•    Available for on-call emergency response outside of normal business hours. 
•    Work requires frequent visits to schools and district facilities.
