JOB SUMMARY


The Executive Director of Building Services provides leadership, strategic planning, and operational oversight for building and custodial services across the district’s campuses and support facilities, ensuring clean, safe, and well-maintained learning environments for 200,000 students and staff. This position manages a large team of Building Services Managers and custodians, overseeing daily operations, minor maintenance and repairs, cleaning, staffing, budget management, and quality assurance. The Executive Director works closely with district leadership, school administrators, and facilities teams to align building and custodial services with the district’s mission, safety regulations, and efficiency goals.

MAJOR DUTIES & RESPONSIBILITIES

1.    Ensures district facilities are functional, safe, clean, and well maintained.
2.    Plans, manages, coordinates, trains, and controls the activities of the building services managers and custodians. Addresses employee issues and enforces board policy and procedures and safety regulations. 
3.    Regularly conducts facilities walkthroughs and outline action steps to address issues. 
4.    Manages team to ensure adequate reports and responses to emergencies, equipment failures, and/or natural disasters.

MAJOR DUTIES & RESPONSIBILITIES CONTINUED

5    Monitors consumption of custodial supplies and products for each facility to reduce pilferage and ensures adequate stock is on hand to meet schedules. Provides an action plan and updates as necessary.
6.    Provides input on budgetary planning and financial oversight.
7.    Performs other job-related duties as assigned.

EDUCATION

•    Vocational/Technical/Business School preferred
•    Associate’s degree preferred.
•    Bachelor’s degree preferred.    

WORK EXPERIENCE

•    Minimum of 5 years of proven experience in a similar industry or organization.

SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

•    PeopleSoft, SAP, Microsoft Office, Office equipment (e.g., computer, copier), Hand tools (e.g., hammer, shovel, screwdriver).
•    Ability to communicate effectively in both written and oral forms with all levels of management both internal and external district.  
•    Vehicles (e.g., automobile, truck, tractor, forklift) 
•    Must possess valid driver’s license and a driving record in good standing with the State of Texas and HISD; May be required to use company vehicle to travel to and from assigned campuses.
•    Strong ethical standards and integrity in decision-making. 
•    Professional certifications or memberships relevant to the industry or leadership role are desirable.    

LEADERSHIP RESPONSIBILITIES

Provides day-to-day direction to staff; may become directly involved, as required, to meet schedules and resolve problems. Responsible for assigning work, meeting completion dates, interpreting and ensuring application of policies and procedures. Receives assignments in the form of objectives, with goals and the process by which to meet goals. Allocates resource according to priorities and serves as primary decision maker regarding hiring, performance, and budget recommendations.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgement is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department and/or division. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities. 

BUDGET AUTHORITY

Participates in a group plan and/or advises on budget development.

PROBLEM SOLVING

Decisions are made on both routine and non-routine matters with some latitude but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improv existing methods or generate new ideas.

IMPACT OF DECISIONS

Decisions have considerable impact to multiple divisions of the organization causing risks or improvements to relationships, significant efficiencies, or delays in operations, and/or significant financial gains or expenses. Errors are serious and may be difficult to discover, and normally involve decisions not subject to detailed review and will result in excessive costs and/or significant project delays.

COMMUNICATION/INTERACTIONS

Collaborate and solve problems – works with others to resolve problems, clarify, or interpret complex information/ policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.

CUSTOMER RELATIONSHIPS

Regularly assesses and diffuses complex, and escalated customer issues. Takes personal responsibility and accountability for solving systemic customer service problems. Regularly explores alternative and creative solutions to meeting the needs of the customer within HISD’s policies and guidelines.

WORKING/ENVIRONMENTAL CONDITIONS

Work involves some exposure to moderate risk of accident and requires following basic safety precautions.
