JOB SUMMARY

The Cross-Functional Team Member (CTM) for Facilities Finance and Accountability supports the operational and financial integrity of the Facilities and Maintenance Operations (FMO) department. This role works collaboratively with facilities leadership, financial services, procurement, and accountability teams to ensure the accurate tracking of budgets, purchasing activity, performance metrics, and compliance with district policies and regulatory requirements.
    

MAJOR DUTIES & RESPONSIBILITIES

1.    Assist with monitoring and reconciling budgets across custodial, maintenance, grounds, and special projects accounts. Ensure timely and accurate processing of purchase orders, invoices, and reimbursements in coordination with finance staff. Track expenditures and flag variances for review and resolution.
2.    Support budget planning processes by providing data and analysis for department leadership.
3.    Coordinate procurement requests and ensure compliance with district and state purchasing guidelines. Support FMO staff in navigating purchasing systems and procedures. Maintain accurate records of purchases, bids, and contract documentation.

4.    Track vendor contract usage, service delivery, and expiration timelines.

MAJOR DUTIES & RESPONSIBILITIES CONTINUED

5    Collect, organize, and validate operational data from ERP/CMMS and financial systems to support KPI reporting. Provide insights that support data-driven decisions related to staffing, resource allocation, and service models.
6.    Assist in building dashboards or summary reports that communicate service delivery trends and financial efficiency.
7.    Maintain accurate documentation for audits, reviews, and reporting requirements. Support development and refinement of SOPs to improve financial transparency and operational accountability.

8.    Act as a liaison between FMO, Finance, Procurement, and Accountability departments. Contribute to special projects that improve service efficiency, cost savings, or compliance outcomes.
9.    Assist in coordinating training, communications, and tools that support financial and operational literacy among FMO team members.
10.    Performs other job-related duties as assigned.

EDUCATION

•    Bachelor’s degree in Public Administration, Business, Education, or related field preferred.

WORK EXPERIENCE

•    Minimum of 3 - 5 years of proven experience in a similar industry or organization.

SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

•    PeopleSoft, SAP, Microsoft Office, Office equipment (e.g., computer, copier), Hand tools (e.g., hammer, shovel, screwdriver).
•    Ability to communicate effectively in both written and oral forms with all levels of management both internal and external district.  
•    Vehicles (e.g., automobile, truck, tractor, forklift) 
•    Must possess valid driver’s license and a driving record in good standing with the State of Texas and HISD; May be required to use company vehicle to travel to and from assigned campuses.
•    Strong ethical standards and integrity in decision-making. 
•    Professional certifications or memberships relevant to the industry or leadership role are desirable.    

LEADERSHIP RESPONSIBILITIES

Provides day-to-day direction to staff; may become directly involved, as required, to meet schedules and resolve problems. Responsible for assigning work, meeting completion dates, interpreting and ensuring application of policies and procedures. Receives assignments in the form of objectives, with goals and the process by which to meet goals. Allocates resource according to priorities and serves as primary decision maker regarding hiring, performance, and budget recommendations.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgement is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department and/or division. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities. 

BUDGET AUTHORITY

Participates in a group plan and/or advises on budget development.

PROBLEM SOLVING

Decisions are made on both routine and non-routine matters with some latitude but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improv existing methods or generate new ideas.

IMPACT OF DECISIONS

Decisions have considerable impact to multiple divisions of the organization causing risks or improvements to relationships, significant efficiencies, or delays in operations, and/or significant financial gains or expenses. Errors are serious and may be difficult to discover, and normally involve decisions not subject to detailed review and will result in excessive costs and/or significant project delays.
    

COMMUNICATION/INTERACTIONS

Collaborate and solve problems – works with others to resolve problems, clarify, or interpret complex information/ policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.    

CUSTOMER RELATIONSHIPS

Regularly assesses and diffuses complex, and escalated customer issues. Takes personal responsibility and accountability for solving systemic customer service problems. Regularly explores alternative and creative solutions to meeting the needs of the customer within HISD’s policies and guidelines.

WORKING/ENVIRONMENTAL CONDITIONS

Work involves some exposure to moderate risk of accident and requires following basic safety precautions.
