JOB SUMMARY
The Cross-Functional Team Member (CTM) supports the Office of the Chief of Facilities and Maintenance Operations by leading and coordinating cross-departmental initiatives that span the operational divisions of Houston ISD. This role ensures alignment of departmental strategies, drives interdepartmental collaboration, and manages the successful execution of complex, multi-stakeholder projects aimed at enhancing operational efficiency and supporting student success.
MAJOR DUTIES & RESPONSIBILITIES
1. Leads cross-functional projects across departments including Facilities Services, Maintenance and Repairs, Grounds Services, Energy and Sustainability, Safety and Security, Construction Management, Capital Projects, Athletics & UIL Compliance, and Building Services.
2. Develops project plans, timelines, KPIs, and accountability structures for operational initiatives.
3. Serves as liaison between the Chief of Facilities and Maintenance Operations and department leaders to ensure clear communication, goal alignment, and consistent project tracking.
4. Coordinates and facilities regular team meetings to review metrics, remove roadblocks, and promote shared ownership of outcomes.

5 Prepares executive summaries and reports for senior leadership, Board of Education/Managers, and community stakeholders.
6. Implements and supports districtwide continuous improvement strategies.
7. Identifies process gaps, inefficiencies, or redundancies and leads process improvement efforts across departments.
8. Manages the change management process for new initiatives, ensuring communication and training across affected stakeholder groups.
9. Monitors compliance with district policies, applicable laws, and regulatory standards in collaboration with Legal, Risk Management, Procurement, and others.
10. Performs other job-related duties as assigned.
EDUCATION
• Bachelor’s degree in Public Administration, Business, Education, or related field preferred.
WORK EXPERIENCE
• Minimum of 5 years of proven experience in a similar industry or organization.
SKILL AND/OR REQUIRED LICENSING/CERTIFICATION
• PeopleSoft, SAP, Microsoft Office, Office equipment (e.g., computer, copier), Hand tools (e.g., hammer, shovel, screwdriver).
• Ability to communicate effectively in both written and oral forms with all levels of management both internal and external district.
• Vehicles (e.g., automobile, truck, tractor, forklift)
• Must possess valid driver’s license and a driving record in good standing with the State of Texas and HISD; May be required to use company vehicle to travel to and from assigned campuses.
• Strong ethical standards and integrity in decision-making.
• Professional certifications or memberships relevant to the industry or leadership role are desirable.
LEADERSHIP RESPONSIBILITIES
Provides day-to-day direction to staff; may become directly involved, as required, to meet schedules and resolve problems. Responsible for assigning work, meeting completion dates, interpreting and ensuring application of policies and procedures. Receives assignments in the form of objectives, with goals and the process by which to meet goals. Allocates resource according to priorities and serves as primary decision maker regarding hiring, performance, and budget recommendations.
WORK COMPLEXITY/INDEPENDENT JUDGMENT
Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgement is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department and/or division. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.
BUDGET AUTHORITY
Participates in a group plan and/or advises on budget development.
PROBLEM SOLVING
Decisions are made on both routine and non-routine matters with some latitude but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improv existing methods or generate new ideas.
IMPACT OF DECISIONS
Decisions have considerable impact to multiple divisions of the organization causing risks or improvements to relationships, significant efficiencies, or delays in operations, and/or significant financial gains or expenses. Errors are serious and may be difficult to discover, and normally involve decisions not subject to detailed review and will result in excessive costs and/or significant project delays.
COMMUNICATION/INTERACTIONS
Collaborate and solve problems – works with others to resolve problems, clarify, or interpret complex information/ policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.
CUSTOMER RELATIONSHIPS
Regularly assesses and diffuses complex, and escalated customer issues. Takes personal responsibility and accountability for solving systemic customer service problems. Regularly explores alternative and creative solutions to meeting the needs of the customer within HISD’s policies and guidelines.
WORKING/ENVIRONMENTAL CONDITIONS
Work involves some exposure to moderate risk of accident and requires following basic safety precautions.
